Absolutely. Making a DIY costume with tutu is a great project for a non-crafter. You will so pleased with the results!
First, follow my simple tutorial for a no-sew tulle skirt. It’s just two supplies and doesn’t take much time.
Once you know the technique, you can combine a tutu with your own leotard or tee for an adorable costume. And this goes for babies, kids or adults. It’s just a matter of sizing!
We used a Halloween tee that my daughter already had, black leggings, and embellished a witch’s hat with leftover tulle. Since we had the hat in our dress-up box, this costume cost less than $7.00!

It’s a simple formula, really: just add a simple top to your tutu skirt, plus any accessories you’d like. We made a witch, but you can make almost anything that your child would like!
